Fingal County Council Noise Action Plan
Environmental noise from major infrastructure including roads, railways and airports is governed by the EU's Environmental Noise Directive.
The Environmental Noise Directive (END) 2002/49/EC requires Member States to prepare and publish, every 5 years, strategic noise maps and noise management action plans for transport noise sources (i.e. roads, railways and airports) and industry.
Under this Directive, Fingal County Council is responsible for developing the Noise Action Plan for Dublin Airport. daa feeds into this plan in its role as the designated noise mapping body for Dublin Airport.
The last Noise Action Plan for Dublin Airport ran from 2019 – 2023. You can view it here. The Noise Action Plan 2024 – 2028 is currently under development by Fingal County Council.
Dublin Airport Noise Management Plan
Based on work completed by Dublin Airport as part of the Environmental Noise Directive process, a Noise Management Plan is produced. This is a separate plan to the Noise Action Plan produced by Fingal County Council. It describes the management of noise associated with airport activities and sets out key performance indicators to be achieved and reported upon.
An updated Noise Management Plan will be developed by Dublin Airport in 2024.
Noise and Operations Reports
Dublin Airport publishes various operational and noise reports at regular intervals throughout the year.
Monthly Noise and Operations Reports
Dublin Airport publishes monthly Noise and Operations Reports. These reports provide a range of information relating to airport operations including runway use, wind conditions and flight activity trends. They also provide statistics on noise complaints received.
The format of these reports will continue to be reviewed and updated to provide the most important information to the public.

Quarterly Noise and Flight Track Monitoring Reports
Quarterly reports are published to provide data from the airport’s Noise and Flight Track Monitoring System which covers the region across Dublin, Meath and Wicklow.
The reports include data on aircraft noise levels measured at each of the Noise Monitoring Terminals in various time-averaged and single-event metrics. The format of the Quarterly report was update in January 2024 to include expanded data on noise and flight track monitoring.
Annual Compliance Report - Noise Mitigation Measures and Operating Restrictions
Each year Dublin Airport submits a report to the Aircraft Noise Competent Authority (ANCA) detailing information on the compliance of airport users with noise mitigation measures and operating restrictions.
The report details the noise measures that are in place at Dublin Airport related to aircraft and runway use such as noise abatement procedures and continuous climb and decent operations. Information is also made available on operating conditions at Dublin Airport including a ban on certain noisy aircraft or limits on operations during certain periods.
